republicans were all going to vote for john rhodes, a good man. democrats were going to vote for it to the o'neill. the tradition is that on that first vote on that first day that the member has to stand to actually say the name of the person they're voting. so the first word i ever uttered on the floor of the house standing at my chair at the top of my voice which is saying one word o'neill, and with that i had voted. his first term as speaker of the house. he was a democrat, a social security democrat, he could work with ronald reagan -- he was committed to ending the nuclear arms race and led the fight on the house floor, but did so while insuring there would be a complete preservation of the security of the united states of america. he always asked two questions on every issue out here on the house floor. is it fair and does it work? he said that if it could not pass that two part test it should not become a lot in the united states of america. a comprehensive energy plan on the floor, protected social security, advanced so many other issues.

john boehner still has one to bestow. the man who currently holds the house ethics committee chair is bonner. he said he doesn't want the job this time. but again, how is it going to be a woman? there are no republican women on that committee. so who knows. there have been no republican women on that committee in years. this one might even be more awkward than the last one that john boehner had to go through gyrations to fix. good luck on that, mr. speaker. honestly, the problem that republicans have in trying to appear diverse in their leadership is that they just don't have a deep pool of republican-elected women to choose from. there aren't that many. here's what just happened to make that worse. republicans already had like no women in congress. before this last election out of 241 members of congress, only 24 republicans were women. 24 republicans heading into the last election. after this election, they went down. they went from 24 down to 20. a net loss of four. today that net loss of four became a net loss of five

i do think it's an interesting window into the particular challenge that john boehner has. another interesting window is also happening where both sides laid out their plans, their initial starting point for the fiscal cliff negotiations. first read called both of the plans sort of playing to the base. the difference is that the democratic base looked at the president's plan and said it looked pretty good. the republican base is very split. for example, senator jim demint said speaker boehner's tax hike will destroy american jobs and allow politicians to spend even more, et cetera, et cetera. keep in mind where boehner started, that's not where they're going to end up. they have to go to the left, so he's going to have a problem on his hands at least from some parts of the party. this woenn't be the end, either. immigration is probably next. that's another tough pill for some republicans to swallow, so this is going to be an ongoing saga. >> you're right that it is a very inside the beltway story, but it is sort of an important story in that we see how boehner has to deal w
